For as long as anyone has been going abroad from Nepal, "best consultancy in Nepal" has meant whoever had the largest hoarding board on Putalisadak. That is about to change, and the change is worth understanding before you choose one.
The ministry is going to publish a grade
Under the Educational Consultancy, Language and Preparation Classes (Operation and Management) Regulations 2026, the Ministry of Education will classify every registered consultancy as A, B or C, on three things: student outcomes, service quality, and the number of complaints against it. The grades go on the ministry's own website.
Think about what that does. For the first time, a family in Butwal will be able to compare two Kathmandu offices on something neither office controls.
What else changed in July 2026
The grading is the headline. The rest of the regulation is what makes it possible, and several parts of it are already useful to you:
- Federal registration only. Provincial registrations migrate to MoEST. A Rs 2.5 million deposit to open or renew an office or branch, and a Rs 25,000 annual licence fee where there used to be none.
- Counsellor qualifications. A bachelor's degree, or recognised training run by a diplomatic mission.
- A written agreement before any service, carrying the fee, the registration details, the admission conditions, the scholarship terms and the refund policy.
- Public fee disclosure.
- Banking only. Cash payments are prohibited.
- Education fairs recruiting Nepali students for overseas study are banned.
- Compensation. If a student is stranded abroad, or the institution turns out to be fraudulent, because of misleading advice from the consultancy, the consultancy pays for the financial loss and for the mental distress.
Why the rules arrived
Not because the sector asked for them.
More than a hundred students came home from the UAE after finding that the "college" they had been sent to was a rented apartment, that classes were irregular or nonexistent, and that the promised jobs did not exist. Six operators were arrested. Police raided consultancies across Kathmandu Valley, detained 69 people, and cases were filed against 32 firms operating with no registration at all.
The compensation clause exists because of those students.
What to do until the grades are published
The grade is coming. It is not here yet. In the meantime the regulation has already handed you four questions, and all four are answerable in a first meeting:
- May I see the written agreement before I pay anything?
- What is your fee, and what exactly does it cover?
- What is your bank account number?
- What is your MoEST registration number?
An office that answers all four without hesitating is one you can work with. An office that is annoyed by the questions has told you something useful for free.
The one thing the grade will not measure
Whether they were willing to tell you not to go.
Some applications should not be made. Four in five American student visa applications from Nepal were refused last year; around two in three Australian ones. Those are national figures, they are published, and any counsellor can look them up. A consultancy that quotes you a 95 percent success rate against those numbers is not describing its own performance. It is describing what it thinks you want to hear.
