Nothing in it can be quietly changed afterwards. Notes are append-only, so a correction appears as a new line rather than as a different version of an old one.

The people paying for this are almost never spoken to directly, and they are the ones carrying the risk. Every file has a parents’ view: what stage, what has been paid, what is next, and one number to ring. No jargon and no English.
Why this exists
Almost every complaint in this sector is an argument about what was said.
Whether a fee was refundable. Whether an offer was real. What was promised about work, or about the institution, or about the money. The student has a memory and the office has a memory, and the student loses.
A file removes the argument. It costs an honest office nothing, because an honest office’s record is the strongest thing it has to show you.
