No published ranking for Nepali students
Finland
Tuition is mid-range and scholarships are unusually common, but the money has to be genuinely in the bank: EUR 9,600 in the student's own account on the day of application, with no interview later in which to explain a gap. Work is 30 hours a week averaged over the year, which is more generous than it first reads, and a graduate gets two years to find a job. Budget above the official figure — the national portal puts real living costs at EUR 900 to 1,200 a month.
Odds
No refusal rate is published for this destination
The Finnish Immigration Service does not publish student decisions by nationality, so there is no rate to quote for Nepal. The decision turns on documents rather than on an interview: the money, the insurance and the admission are either in order or they are not.
What gets through
Applicants admitted to a real programme who can show the full year's money in their own account on the day they apply, not borrowed for the week. Finland asks for no interview and no statement of intent, which sounds easier and is not: there is no conversation in which a thin file can be explained, so the file has to be complete first time.

Requirements
What it asks for
IELTS 6.0 for undergraduate, 6.5 for postgraduate at most institutions. Each programme sets its own, and some accept a school-leaving certificate taught in English.
EUR 800 a month, the figure the Finnish Immigration Service itself uses. Real spending in Helsinki runs higher.
Online application for a first student permit, from 1 January 2026. A paper application is EUR 750. Both rose that January — the online fee was EUR 450 and the paper one EUR 550 — and the decree setting them expires at the end of 2026.
No government health charge, but private insurance is compulsory: cover of at least EUR 40,000 for a course of two years or more, and at least EUR 120,000 for a shorter one.
Work
During study. 30 hours a week, averaged across the year rather than capped each week.
Afterwards. Two-year permit to look for work or start a business.
Work rights are what you may do once you are there. No country on this site will grant a visa on the strength of money you have not earned yet, so the first year has to be funded without them.
